NSW:NSW outpatients report big contrasts

SYDNEY, Aug 11 AAP - Patients are experiencing a "big difference" between the best
and worst levels of outpatient care at public hospitals across NSW, the Bureau of Health
Information says.

More than 6500 outpatients were asked to rate their level of care at the state's 50
public hospitals.

The results, released in the Bureau of Health Information's Patient Care Experiences
report on Thursday, show that people were satisfied on the whole with their treatment.

But some hospitals lagged behind.

"We have noticed that there's a big difference between hospitals within the highest
and the lowest rating of care in NSW," the bureau's chief executive Dr Diane Watson told
reporters on Thursday.

At Wyong Hospital, 54 per cent of outpatients classified their treatment as excellent,
while Tweed hospital got top marks from only 12 per cent .

Half of all major non-metropolitan hospitals were among the 10 lowest-rated hospitals
in the state.

The top three rated hospitals were Wyong, Camden and Bowral, Dr Watson said.

At the bottom end of the scale were Tweed, Dubbo and Coffs Harbour.

About 6.5 million outpatient visits are made to state public hospitals each year, for
services including clinics for diabetes, respiratory and cardiology treatment and speech
therapy.

Dr Watson said the report provided vital information that would allow staff and management
to pinpoint what the public wanted.

At the top of their requirements were complete and comprehensive care, camaraderie
among staff members, short waiting times and courtesy, she said.

Hospitals should now "make their local decisions about what needs to happen in their
hospitals to improve care", Dr Watson added.

She would not comment on whether funding or staffing influenced the results at certain hospitals.

The bureau's report is based on results from the NSW Health Patient Survey and is part
of an ongoing project that is also looking at people's experiences in emergency departments
and hospital admission.

CANBERRA, Feb 19 AAP - Defence Minister Brendan Nelson has ordered two independent
reviews into military equipment and spending amid concerns about mismanagement.

Soldiers last week revealed problems with equipment including flammable combat jackets,
boots that caused serious foot injuries, ill-fitting body armour and camouflage clothing
that glowed when seen through night-vision goggles.

And questions have been raised in Auditor-General reports about over-spending and deadline
blowouts in major military projects.

Dr Nelson said while he had been assured by defence chiefs that there were no problems
with military equipment being used by troops serving in Iraq and Afghanistan, he had ordered
a review of the supply system.

"What I want is a person with specific accounting and financial expertise and probably
two people with seniority who are very familiar with defence and defence personnel and
their requirements," Dr Nelson told the Nine Network.

"I don't think there is anything about which we ought to be concerned in a criminal
sense ... (but) if you are going to have problems you often find it, if you like, at the
rats and mice ends of things in terms of money than you perhaps often do at the larger
end."

Dr Nelson said while there were 16 remediation programs in place dealing with issues
raised by the Auditor-General, he was also planning to put in place a new body to find
ways to cut spending, to be known as the business improvement board.

"I don't think it's good enough for us to simply sit around and wait for the cabinet's
razor gang, or expenditure review committee, to announce that we have to cut back funding
in various areas," he said.

"I think we need a model that is led by a hard-edged business person that can look
at implementing continuous productivity improvement within the Department of Defence.

"We've got to grab cutting edge IT and technology as soon as we can, we've got to skill
our people effectively, we've got to cut red tape and we've got to save money."

MELBOURNE, Dec 27 AAP - Australia came within a couple of centimetres of cricketing
respectability on Monday.

But on a day when the Barmy Army chant "You're Getting Sacked in the Morning" failed
to amuse besieged Australian captain Ricky Ponting, the home side still ended day two
of the fourth Ashes Test against England 346 runs behind.

The Aussies collected five English wickets, but face the indignity of an innings defeat
and a series loss when their opponents allow them a second dig sometime on Tuesday.

As dreadful as the scoreboard looks for Australia, they played better than on a dismal day one.

Things may even have looked promising but for a touch-and-go decision involving Jonathon
Trott and second thoughts by umpire Aleem Dar that gave England back Matt Prior's wicket
when even the batsman thought it was lost.

The first of the day's controversies prompted unseemly protests from Ponting after
a caught-behind was knocked back with an apparent "hot spot" on Kevin Pietersen's bat
clearly not near where the ball passed.

As he has done so often this series, the hapless Ponting got it wrong.

He then appeared to have made amends when a pin-point throw from near the boundary
looked to have caught Trott just short of his ground.

Not so, said the slow-motion replay.

Trott went on to make a so-far unbeaten 141.

The most mysterious decision came after Mitchell Johnson had Prior caught behind for five.

Umpire Dar raised his finger and Prior walked, only to be called back by the umpire.

A second look at the popping crease by Dar, and an examination of the replay by the
third umpire, revealed Johnson had bowled a no-ball by a couple of millimetres.

Prior was recalled and was still there at the end of the day on 75.

For Australia, the only effort to resemble heroic came from Peter Siddle.

The Victorian fast bowler had a hand in each of the five wickets to fall.

Siddle had the openers Andrew Strauss and Alistair Cook caught off his bowling, he
had Pietersen out lbw and he caught both Paul Collingwood and Ian Bell in the deep off
Johnson.

England finished the day at 5-444 and tantalisingly close to retaining the urn.

FED:Labor up in NSW, behind in Qld, WA: poll

Labor has gained a slim lead in the key battleground state of New South Wales .. but
is still well behind in Western Australia and Queensland.

That's according to a new analysis of Monday's Newspoll.

The new results .. published in The Australian today .. show Labor leads the coalition
by 52 to 48 per cent in New South Wales .. on a two-party preferred basis.

That's a jump of two points in the past two weeks.

In WA .. the coalition leads 57 to 43 per cent .. down two points .. while in Queensland
.. it leads 52 to 48 per cent .. also down two points.

Labor's strongest state is South Australia .. where its lead is steady at 56 to 44.

In Victoria .. the party is also steady with a 55 to 45 lead.

Federal environment minister PETER GARRETT admits the $50 billion Gorgon gas project
is very greenhouse gas intensive and there's no guarantee a plan to bury the emissions
will work.

Mr GARRETT has conceded the massive LNG project on WA's Barrow Island could increase
Australia's overall emissions by as much as one per cent.

The Rudd government has pledged to cut emissions by between 5 and 25 per cent over
the next decade.

The project's proponents hope to bury some of the emissions under the seabed.

When asked on ABC's Lateline program if those emissions could leak out .. Mr GARRETT
said: could's probably the operative word.

Mr GARRETT denies his green light for the project was a foregone conclusion.

Fed: Final outcomes of blast probe will take months: NT police

DARWIN, April 17 AAP - Police say it will be months before they release the formal
findings of an investigation into the fatal blast that killed and injured asylum seekers
in Australian waters.

Northern Territory police are leading the investigation into Thursday's fatal blast
aboard a vessel carrying 49 foreign nationals off the country's northwest coast.

Three died and two are missing. All of the others were injured, many seriously.

NT Police Assistant Commissioner Mark McAdie, who is leading the probe, on Friday said
no findings would be made public until the coroner had competed an official coronial inquiry.

That could take several months, Mr McAdie said.

In the meantime, officers have started what will be an intensive round of interviews
to determine what happened.

"We will start to interview ADF personnel this afternoon," Mr McAdie told reporters in Darwin.

"We expect this to be lengthy.

"The investigation is prospectively difficult and complex, but we may find, after talking
to all of the witnesses, that it will be less difficult and complex."

NT Police are leading the investigation because the explosion, which sank the vessel,
happened at the Ashmore and Cartier Islands, which lie within the Northern Territory's
jurisdiction.

Australian Federal Police and West Australian police are aiding the probe, which could
result in criminal charges if officers find the explosion was a deliberate act.

Mr McAdie confirmed most of the 49 people on the vessel were adult males, with at least
of two aged under 18.

"Two people are Indonesian," he also said.

He said those who did not require ongoing medical assistance would be taken to a Department
of Immigration and Citizenship (DIAC) facility at Berrimah.

"But for the time being they will be staying in Darwin to help with the investigation," he said.

"Ultimately all of them will be interviewed.

"At the present stage these people are witnesses and will remain so until we gather
forensic evidence and interview all of the Australian Defence Force personnel."

When the blast happened on Thursday, the wooden vessel was under the watch of navy
personnel who had intercepted it a day earlier. It's been reported that it was en route
to Australia from Indonesia.

Mr McAdie said forensic officers had taken possession of clothing from the injured
asylum seekers at Royal Darwin Hospital.

"(The officers) are looking for evidence of what happened on the boat," he said.

"The course of the investigation will be determined by what we find as we go along."

West Australian Premier Colin Barnett on Thursday said he'd been advised that asylum
seekers aboard the boat doused the vessel in fuel before the explosion.

The government has not confirmed that but has promised the investigation will look
at all possibilities.

Prime Minister Kevin Rudd has promised the timely release of facts as they come to light.

"As each fact is determined and established we will make that public," he said on Friday.

"But prior to that I do not intend to engage in speculation on what might or may not
be the case."

Mr McAdie said the investigation would be difficult because "parts of the crime scene
are in deep water at 250 metres".

"Yes, the vessel is a crime scene, but this does not suggest that any criminal activity
took place," he added.

"The starting point is to treat these deaths as suspicious deaths and since we have
not spoken with any witnesses we have no insights into what happened."

Mr McAdie confirmed the search for the two missing asylum seekers was continuing.

"We have grave fears for the two people," he said.

He said there was debris in the water and a team had been sent to collect what they
could before it disappeared.

He also confirmed that two bodies had arrived in Darwin aboard HMAS Albany on Friday.

The third arrived on HMAS Childers later.

"The post mortems for the three victims will be conducted over the weekend," he said.

million in 2010-11.

He said the government was keen to bring forward longer-term projects to boost activity.

Road and rail projects in particular would be spread across the country, he said.

"What we are looking at are a series of measures which give a reasonable spread of
economic activity geographically in infrastructure which is necessary, but bringing forward
all that can physically be brought forward to maximise activity now and in the financial
year ahead," he said.

BEIJING, Aug 8 AFP - Asafa Powell is confident he can bury his reputation for choking
at big events and grab glory in the blue riband event of the men's 100m at the Beijing
Olympics.

Powell arrives in China as the least-vaunted of a trio of top sprinters including Jamaican
compatriot and newly-installed world record holder Usain Bolt and reigning double world
sprint champion Tyson Gay.

But with Bolt being pushed for an Olympic double by his coach Glen Mills and Gay recovering
from a hamstring injury that saw him miss out on a berth for the US 200m team, Powell
could be in the ideal spot to pull off a result.

"Usain taking the record is a great weight off my shoulders," said the 25-year-old,
whose main international honours are a Commonwealth sprint double from Melbourne in 2006.

"I am happier being the underdog. Tyson is obviously in good shape but he has had to
peak for the US trials.

"Tyson has beaten me only once in his life and I have beaten him over 100 times but
he won when it mattered," Powell said in reference to last year's World Championships
100m final in Osaka, a race in which he could only finish third.

"It will be the same in Beijing. If Usain is there I'm not going to say 'Damn, I'm
not going to get gold now'.

"People are making it seem that Asafa is dead. People are making it seem like Asafa
can't run fast. Well, I can run faster than before."

According to Powell's coach Stephen Francis, all that stands between Powell, a sprinter
who has broken the 10sec barrier 39 times and and has clocked five of the seven times
under 9.8sec in 100m history, and Olympic gold is his mind.

"To me it's like a cricket Test," Francis told Melbourne's The Age newspaper.

"He goes out there on day one in the heats, is feeling good, and breaks records. Then
on the second day, when he isn't feeling so good, it all gets to him. He can panic.

"In a Test match, you have to be good for all five days, not just the first. It's the
same with Asafa... If we can get him right mentally, I have no doubt he will win in Beijing."

Powell might have lost his world record to Bolt in May, but his form coming into Beijing
has also been impressive.

At the end of July, he won three 100m events inside a week, lastly cruising to victory
in Monaco with a season-best time of 9.82sec.

Powell shaved 0.06sec off his previous season-best of 9.88, set a few days previous
in Stockholm, where he saw off Bolt in a confidence booster.

The winning time in Monaco was the fourth best time of the season - all the more impressive
given the windless conditions - Bolt's current 9.72sec world record mark, set on May 31
in New York, was achieved with wind of 1.7 m/s.

"I feel great, very fresh," Powell said. "I've got a world record in my legs. I am
very confident. My goal is to be consistent."

Qld: Fourth man charged over murder

BRISBANE, Feb 15 AAP - A fourth man has been charged with the murder of an elderly
man who was shot dead in his home north of Brisbane in October.

Leo John Coutts, 72, was killed in his Male Street house at Caboolture on October 12 last year.

Police today said a 20-year-old man from nearby Morayfield had been charged with murder
on Wednesday and had appeared in Caboolture Magistrates Court yesterday.

He was remanded in custody to appear at the same court on April 9.

A 27-year-old man was arrested and charged over the murder in December.

Two more men, aged 39 and 22, were also charged with the murder last Friday, police said.

Meanwhile Labor's environment spokesman Peter Garrett denied he has been silent on
the pulp mill issue.

"We have been out there, we have been saying things. The fact that they are not reported
I don't have much carriage over, but we have said it," Mr Garrett told ABC radio.

Labor's position on the controversial mill was that it was one way in which Australia
could address its "forest products deficit", but that it must meet world's best environmental
standards, Mr Garrett said.

He accused Mr Turnbull of setting a "low bar" for the project's assessment at the federal level.

"We thought that the minister Turnbull set one of the least comprehensive assessment
methodologies for it, and we've also criticised the state government in Tasmania for their
participation in the process earlier on," he said.

"The bar has been set too low and as a consequence, public anxiety about the approvals
and the assessment process is high."

However, Mr Garrett gave in-principle support for a pulp mill in the Tamar valley.

"We think there is absolutely a need for downstream processing and value-adding in
Tasmania as long as the environment is adequately protected - that is, the balance that
has to be met in Tasmania just as it does in any other state and we will monitor that
very closely," he said.

"We will certainly support a proposal in the Tamar, or anywhere else, so long as it
meets world's best environment standards."

WA: Fed Court rejects racial discrimination claims

The Federal Court has rejected a claim by the people of a trouble-plagued Aboriginal
camp near Perth .. who said they were racially discriminated against .. when they were
forced from their homes by the camp's closure.

The Swan Valley Noongar camp .. led by high-profile elder ROBERT BROPHO .. was shut
down by the West Australian government in May 2003 .. after an inquiry found child sex
abuse was rife there.

Mr BROPHO'S daughter .. BELLA BROPHO .. claimed the legislation which stripped them
of their right to stay on the land was inconsistent with the commonwealth's Racial Discrimination
Act .. and therefore invalid.

Ms BROPHO wanted the former inhabitants of the community .. about 40 people .. to be
allowed to return to the camp .. as well as damages from the state government.

But Federal Court Justice ROBERT NICHOLSON has rejected the action .. saying the West
Australian government's actions were reasonable in the circumstances.

SYDNEY, Dec 12 AAP - Two women wearing Santa hats staged a naked protest against fur
outside the window of the fashion clothes shop Burberry in Sydney's CDB today.

The first protest from the animal rights group PETA targeting a shop in Australia is
part of an international campaign started last month in London.

People for the Ethical Treatment of Animals (PETA) said they showed Burberry executives
video footage of fur farming but the company still refused to stop using fur in its designs.

PETA's campaign will continue in the Pacific area, with the next targets in Hong Kong,
Manila and Tokyo.

Next on the list in Australia is the Burberry shop in Adelaide.

Director for PETA Asia Pacific, Jason Baker, said Burberry was PETA's international
target because it was one of the largest sellers of fur.

"They can easily give up," Mr Baker said.

"We want them to give up fur because animals in fur farms spend their entire lives
in cages, where they're beaten, strangled to death, and electrocuted."

As for PETA's common practice of protesting nude, Mr Baker said: "Naked is what gets
people's attention and this is a funny way to talk about a serious issue."

The students, who are also vegan, covered their body with a banner.

Kristi-Anna Brydon, 28, said her boyfriend wouldn't be jealous about her being naked
in the street because "it is for a good cause".

"There is no excuse no matter how fashionable some people may think it is," she said.

"It's wearing dead animals' skin on your body ... there is nothing fashionable about that.

"If people went into these farms and saw what these animals are having to go through
then they wouldn't support it."

Half an hour into the protest, the store's alarm echoed and water came from the roof,
possibly to discourage the naked women.

"If they have nothing to hide they will probably come out and talk to us," said first-time
naked protester Shatha Hamade, 25.

Former PETA targets, such as Calvin Klein, have adopted the use of fake fur after the
group's protests.

Comment is being sought from Burberry.

BRISBANE, Aug 5 AAP - Disciplinary action will be taken if it is found police failed
to respond appropriately to a triple-0 call about a sexual assault in central Queensland,
Police Minister Judy Spence says.

A woman from the Aboriginal community of Woorabinda has complained that she rang police
at 1am (AEST) last Monday to say a female was being sexually assaulted but claims her
complaint was not dealt with properly.

An internal police investigation is underway and the matter has been referred to the
Crime and Misconduct Commission (CMC), a spokeswoman for Ms Spence said.

"If it is found that police failed in their duties, disciplinary action will be taken,"

said the spokeswoman.

into American and European wheat exports.

JOHN HOWARD is meeting AWB executives this hour to salvage Australian wheat sales to
Iraq .. suspended until the Cole inquiry has finished investigating kickback allegations.





Mr SCOTT says he's angry the US wheat lobby is trying to take Australia's place in
the Iraq market .. he says growers there are among the most heavily subsidised in the
world.

He says they should get their own house in order before they come to Australia trying
to destroy Australian wheat growers.

As drummer for Motley Crue he's a rock 'n' roll party boy, but at home, he's a dad
just like any other.

"I'm living the dream, baby, always," said Lee, who arrived in Australia this week
for the Motley Crue national tour.

"I wear several hats these days.

"I have kind of learned to balance my life out with being responsible when it is time
and being completely irresponsible when it is time for that, too.

"It is a nice balance."

Most people would know of the hard rocker, multi-tattooed Lee, a man who takes hard
drugs, drinks to excess and has a wild sex life.

But with two kids to ex-wife and former Baywatch babe Pamela Anderson, he's also a doting father.

"I am just Tommy the dad," he says proudly.

"The boys came out on tour a bunch this summer. They are getting old enough to know
what dad does now, they're eight and nine.

"When they come out on the road, all of a sudden my tour bus turns into the funny farm,
with video games and popcorn."

It has been a big year for Lee with Motley Crue getting back together, making his own
TV show and recording a solo album which was released in Australia today.

"It has been absolutely bananas," said the 43-year-old who was also once married to
Heather Locklear.

Motley Crue, the self-described world's most infamous band and one of the biggest selling
groups of the 1980s and 90s, arrived in Australia this week.

The four original band members - Tommy Lee, Vince Neil, Nikki Sixx and Mick Mars -
this year re-united for a world tour.

The band, whose hits included Dr Feelgood, Girls Girls Girls and Kickstart My Heart,
had not played together for six years.

"We have been going since February," said Lee.

"So once in a while you are like, Jesus, I need a fucking break. But me being the true
professional that I am, we have got about two more months of this and then I will get
a nice break."

Motley Crue toured Japan last week, are in Australia this month and will play Hawaii
before taking a break over Christmas.

Despite plenty of friction within the band in the past, Lee claimed the atmosphere was "awesome".

"We are having more fun than humans are allowed to have," he said.

"It was just nice to take a break from each other.

"When you do that, you really appreciate what is the special thing that the four of
you guys do together."

The group's Australian tour kicks off at the Sydney Superdome on Saturday, December
3, before they perform dates in Brisbane, Melbourne and Adelaide.

Motley Crue also this year released a 2-CD greatest hits collection entitled Red,
White and Crue, with three new songs including, If I Die Tomorrow.

The ballad, which Sixx wrote with the members of Canadian pop-punk band Simple Plan,
confronts the Crue's tawdry past: Neil was at the wheel in a 1984 car crash in which a
friend died, Sixx flatlined and nearly died during a 1989 heroin overdose, Lee went to
jail in 1998 for beating Anderson, and Mars is battling a debilitating disease that fuses
his vertebrae and forced him to undergo hip replacement surgery earlier this year.

Lee almost died during this tour also, with a stage mishap where he suffered burns
to his arms and face.

"It was such a fucking Spinal Tap moment," he laughed.

"I just kind of closed my eyes and took the hit and I got like second and third degree
burns on my forearms, singed the eyelashes back, got the hair a little bit but I am good
now.

"I am all healed up and better."

Lee's TV show - Tommy Lee Goes to College - premiered in Australia on the Seven Network
this week.

A high school dropout, Lee spends a term at the University of Nebraska.

He takes classes in chemistry, literature and the history of rock'n'roll.

"I never had the opportunity to go to college because I had been touring and making
records since I was 17," he said.

"This time I went there with one sort of mission - to kick some arse.

"I really wanted to do well and prove to myself I could do it, my kids, friends family and fans.

"I am not there just jerking around, I am actually there to do well."

Lee said his friends and fans would see a different side to him if they watched the show.

"People will get a true sense of who I am and I think that is important because a lot
of times misconception has been my worst enemy," he said.

"And you are powerless because people are going to write what people are going to write
so this is a good opportunity for people to just kind of check me out."

Not a week goes by that Lee isn't in some gossip magazine or tabloid newspaper, usually
focussing on his drug or drinking binges or whether or not he and Pamela Anderson are
back together.

Although the couple are not together, Lee said they were better friends than they had ever been.

"Pamela and I are probably better friends now than probably we were when we were married,"

he said.

"The two of us benefit and our boys really benefit.

"Everything is in a really good place right now so I don't have a complaint."

Tajikistan urged to release journalist amid torture allegations.

July 08 2011 (TCA) -- The Tajikistani authorities must immediately release a BBC journalist, apparently held solely for his writing work, who is alleged to have been tortured or ill-treated while in detention, Amnesty International said on July 7.

Urunboy Usmonov was arrested on June 13 and has been charged with participation in the banned Islamic movement Hizb-ut-Tahrir.

State security officials said on Wednesday that, despite earlier allegations made by the Interior Ministry, Urunboy Usmonov was not accused of being a member of Hizb-ut-Tahrir but that their investigation was still focusing on his involvement in the organization.

He is being held in pre-trial detention in the northern city of Khujand.

Family members reported that Urunboy Usmonov appeared to have been tortured or ill-treated while in detention. A BBC colleague who was allowed to visit him in detention said that he appeared "frail mentally and psychologically".

"Amnesty International considers that the charges against Urunboy Usmonov have been fabricated purely as punishment for his journalistic work and for peacefully exercising his right to freedom of expression," said John Dalhuisen, Amnesty International's Deputy Director for Europe and Central Asia. "We consider him to be a prisoner of conscience. He should be released immediately and unconditionally. The authorities must also conduct a prompt and thorough investigation into the torture allegations and bring those responsible to justice."

Urunboy Usmonov did not come home from work on June 13. He briefly returned the next day with state security officers who searched the house.

It was then that relatives witnessed the injuries on his neck that they believe were as a result of torture or other forms of ill-treatment while in detention.

On June 15, an Interior Ministry spokesperson said that Urunboy Usmonov was suspected of being a member of Hizb-ut-Tahrir since 2009, and of conducting extremist propaganda using the internet.

Urunboy Usmonov's lawyer told Amnesty International on July 2 that the investigation had found no evidence of Hizb-ut-Tahrir membership.

Today, officials from the State Committee on National Security of Tajikistan (SCNS) told the BBC that he was not accused of Hizb-ut-Tahrir membership, but that the investigation was focusing on his involvement in the organization and on failing to inform the authorities of his contacts with it.

Urunboy Usmonov had no access to a lawyer for a week after his arrest. Since 14 June his family has been able to see him only once for half an hour in the presence of officials.

Hamid Ismailov of the BBC Central Asian Service met Urunboy Usmonov for ten minutes and reported on June 28: "I was expecting to see a physically frail man but he was frail mentally and psychologically as well and that was very difficult to see. He was talking to me but his eyes were fixed on the security officers."

Amnesty International has campaigned against human rights violations in Tajikistan such as torture and ill-treatment by law enforcement officers, impunity for torturers, violence against women; and restrictions of freedom of speech.

In recent years independent media outlets and journalists have faced criminal and civil law suits for criticizing the government.

Manage your kids' iOS purchases: even with iOS 4.3's changes, you still need to keep close tabs on what your kids buy.(iOS CENTRAL)

The App Store makes it quick and easy to buy and download new software for your iOS device. But as we noted in the June 2011 issue of Macworld, some parents of iPhone-, iPad-, or iPod touch-toting kids found that the process might be a little bit too easy. It's true that Apple instituted new rules in iOS 4.3 that aim to stop kids from racking up outrageous charges on their parents' credit card bill. But some of the burden still falls on the parents to secure an iOS device before handing it off to their child.

If your kids have iOS devices of their own, there are two options for exerting more control: one that prevents your child from purchasing anything from the App Store or iTunes Store and another that controls purchases through a monthly allowance.

Option 1: Disable Purchases Altogether

Here's how to entirely disable purchases, including in-app purchases, from the App Store and iTunes Store.

Step 1: Enable Restrictions Navigate to Settings * General * Restrictions. On this screen, tap Enable Restrictions at the top. You'll be prompted to enter and verify a four-digit code. Remember to pick something that your child isn't likely to guess: '1234' might be a fine combination for your luggage, but you probably want something that's a little harder to figure out for your iOS device.

Step 2: Disable the App Store and the iTunes Store Once you've enabled restrictions, you'll have plenty of options to choose from. If you're worried about your child installing applications, simply slide the Installing Apps switch to Off, and the App Store will be removed entirely from the device. (Previously purchased apps will continue to work fine.) If you also want to restrict your child's ability to buy media from the iTunes Store, you can also slide the iTunes switch to Off, and that ability will likewise vanish.

Step 3: Disable In-App Purchases Even if the App Store is disabled, your child may still be able to access in-app purchases from apps that you've already installed. Just scroll down to the Allowed Content section, and tap the switch next to In-App Purchases so it reads Off.

Option 2: Set Up an iTunes Allowance

If your children are of an age where you're comfortable giving them the ability to purchase some apps on their own, an iTunes allowance is an excellent way to control their spending. You can set up a separate iTunes account for them, complete with a monthly limit of how much they can spend--and you can even restrict it to age-appropriate apps.

To set up an allowance, you'll need your own Apple ID, and it will need to be linked to a credit card. If you have your own iOS device or buy media from the iTunes Store, you already have an account. Keep in mind that since the iTunes Store and App Store use the same account, the allowance will apply to purchases from both, unless you disable one or the other of the stores as per the instructions mentioned previously.

Step 1: Buy an iTunes Gift When you're in the iTunes Store on your Mac, click on the Buy iTunes Gifts link in the Quick Links box along the right edge. On the subsequent page, scroll down until you see Allowances and click the Set Up An Allowance Now link.

Step 2: Set Up the Allowance Fill out the form on the subsequent screen by entering your name and the name of your child, and by selecting the amount of the allowance--options include $10, $20, $30, $40, and $50. Remember that this amount will be charged to your own credit card each month. (You have the option of waiting to start until the first day of the next month or starting the allowance right away with an immediate charge.)

One piece of good news: If there are any unused funds left over at the end of a month, they will roll over to the next month.

If your child already has an Apple ID, enter it here. If not, you can create a new account. Remember that when asked for a payment method for the new Apple ID, you can choose None. If you enter a credit card number, you will be charged for any purchase that goes beyond the allowance

that you set up.

When you're done, click Continue. Confirm the details and then purchase the allowance. Recipients will get an e-mail message letting them know that you've purchased an allowance for them, as well as how much it's for.

Step 3: Manage Allowances You can review your allowances by going to your account settings in the iTunes Store and clicking Manage Allowances. You'll see a list of all your current allowances, along with the ability to suspend, remove, or change the amount for any of them. You can also create additional allowances from here if you so choose.

Step 4: Select Any Restrictions Even if you're giving your kids the ability to buy their own apps, you may want to have a say in the kinds of programs they're buying. Once again, you'll visit Settings * General * Restrictions on their iOS devices. If you haven't already, tap Enable Restrictions, and choose a four-digit passcode.

Under the Allowed Content header, you can choose the appropriate rating levels for music and podcasts, movies, TV shows, and apps. In each case--except for music and podcasts--you can pick which ratings are allowed or choose to completely disable all of the media of that type.
